Election 2006 Voter Guide for DeKalb County

Are you ready for November 7, 2006? Do you know who to vote for and how to vote on the ballot questions? This voter guide will prepare you for election day by providing information on the candidates running for office, ballot questions, candidate forums, advance voting, ID requirements, voting districts, and polling locations. The guide is divided into four sections: Candidates, Ballot Questions, Public Forums, When & Where to Vote.

Candidates

To help voters better understand the qualifications and positions of statewide candidates in contested races, the League of Women Voters compiled biographical information and responses to two issue-specific questions.

Ballot Questions

Three constitutional amendments, six state-wide referendum questions, and a county referendum will be on the Nov 7th ballot. Secretary of State Cathy Cox prepared a summary of the amendments and state-wide referendums, and the LWV's analysis provides explanations, pros, and cons.

Georgia Constitutional Amendments, 1-3

1. To restrict the use of eminent domain.
Shall the Constitution of Georgia be amended so as to prohibit the use of eminent domain by certain nonelected authorities and to prohibit the contested use of eminent domain except for public use as defined by general law?
2. To protect the traditions of fishing and hunting.
Shall the Constitution of Georgia be amended so as to provide that the tradition of fishing and hunting and the taking of fish and wildlife shall be preserved for the people and shall be managed by law and regulation for the public good?
3. To authorize the General Assembly to dedicate revenue from special motor vehicle license plates.
Shall the Constitution of Georgia be amended so as to authorize the General Assembly to provide for special motor vehicle license plates and dedicate the revenue from such plates for stated purposes, including dedications for the ultimate use of agencies, funds, or nonprofit corporations where it is found that there will be a benefit to the state?

Georgia Referendum Questions, A-F

A. To expand the ad valorem tax exemption for farm equipment.
Shall the Act be approved which expands the ad valorem tax exemption for agricultural products and equipment to include certain additional farm equipment held under a lease purchase agreement?
B. To expand the ad valorem exemption for veterans organizations to include organizations which refurbish and operate historic military aircraft for educational purposes.
Shall the Act be approved which expands the ad valorem tax exemption for veterans organizations to include certain additional nonprofit veterans organizations which refurbish and operate historic military aircraft for educational purposes?
C. To expand the ad valorem tax exemption for property of charitable institutions.
Shall the Act be approved which grants an exemption from ad valorem taxation on property owned by a charitable institution which generates income when that income is used exclusively for the operation of such charitable institution?
D. To provide a homestead exemption to certain residents who are senior citizens with respect to state ad valorem taxes.
Shall the Act be approved which provides a homestead exemption for senior citizens in an amount equal to the actual levy for state ad valorem tax purposes on the homestead?
E. To provide a homestead exemption for the surviving spouse of a peace officer or firefighter killed in the line of duty.
Shall the Act be approved which provides a homestead exemption for the full value of the homestead with respect to all ad valorem taxes for the unremarried surviving spouse of a peace officer or firefighter who was killed in the line of duty?
F. To provide that a surviving spouse shall be entitled to a continuation of the base year value under a base year assessed value homestead exemption.
Shall the Act be approved which provides that, with respect to base year assessed value homestead exemptions, the surviving spouse of a deceased spouse who has been granted such a homestead exemption shall receive that exemption at the same base year valuation that applied to the deceased spouse so long as that surviving spouse continues to occupy the home as a residence and homestead.

DeKalb County Referendum

To Freeze Property Taxes for Five Years
Shall the Act be approved which provides a homestead exemption from DeKalb County ad valorem taxes for county purposes in an amount equal to the amount by which the current year assessed value of a homestead exceeds the base year assessed value of such homestead?

Public Forums

Oct 12 — Property Tax Freeze Forum
On November 7, voters will be asked to vote on a referendum that would freeze DeKalb County property assessments for five years or until the property is sold again. To help prepare voters to make informed judgments about this issue, State Rep Michele Henson and PRISM will co-sponsor an informational forum on the issue. Oct 14,17,23 — Board of Education Candidate Forums
The League of Women Voters of DeKalb County will host a series of DeKalb Board of Education Candidate Forums for the community. These events are cosponsored by Stan Watson, State Representative, Chairman DeKalb House Delegation, the Chamber of Commerce, and Leadership DeKalb. District 9 overlaps districts so these candidates are invited to three forums. Candidates with be given a series of questions to respond to. Arrangements are underway to videotape and televise the forums on our community cable station. The public and media are cordially invited to attend.

When & Where to Vote

Election Day

Polls are open from 7:00 am until 7:00 pm on election day. However, any voter who is waiting in line to vote at 7:00 pm will be allowed to vote. Peak voting hours are historically from 7:00 am until 9:30 am, 4:30 pm until 7:00 pm, and during the mid-day lunch hour.

Advance Voting

With advance voting you may choose to vote in person before Election Day simply as a matter of convenience. Advance voting allows any registered voter to cast a ballot in person on the Monday through Friday of the week prior to an election.

Polling Places & Voting Districts

Each voter must vote at the polling place designated for the precinct in which the voter lives. The location of your polling place is located on your precinct card. To find your polling place, to make sure your voter registration is correct, or to determine your congressional and legislative districts, use the Poll Locator.

ID Requirements

On September 19, 2006, Fulton Superior Court Judge Bedford ruled Georgia's photo ID law unconstitutional, permanently enjoining the requirement from being in place in Georgia, barring a successful appeal by the state. This means Georgia voters will not be required to show photo ID at the polls on November 7th, and the previous 17 forms of ID will continue to be valid.
